i live AND work in Pennsylvania, but my employer withheld NYS taxes. i know i need to file a NYS return AND a PA return. how do i get the NYS taxes refunded to me so i can pay the PA taxes? thank you

File the NY tax return showing that you owe them no taxes for 2008 and you should get the entire amount refunded. The problem is that at this late date it may take several weeks to get your refund, and there is no way for NY to simply pass your credit on to PA. Meanwhile, you have only two weeks left to pay the full amount of your PA taxes for the year, which means you are going to have to fund this yourself. Obviously, if you haven't already done so - talk to your employer and have them STOIP withholding NY Sate tax and START withholding PA tax. Not only are you having to play banker, but you also run the risk of being penalized by PA for not having paid the required amount of taxes throughout 2008.
