The compressor is trying to start,but the condensor fan won't start.so the compress keeps kicking out.

You will have to test the power supply for the fan to make sure power is available to it. If power is available then it is a good possibility the fan motor is defective.

Can you be more specific - compressor "kicking out"? Does it actually start and run, or just hum briefly? Have a look at the capacitor - if it is leaking fluid or appears swollen (like a frozen beverage can), it has failed.
