I was contacted by a friend with a toilet that flushes though not really very well. The water goes down but it doesn't seem to have the "oomph" to always take all the solids all the time. He said it has been like this as long as he has owned the condo (2 years). I assumed it was probably just a partial blockage and plunged away for a good 10 minutes to no avail. I now wonder if it could be caused by (1) a venting problem or (2) it's just a cheap/ poorly designed fixture or (3) do I need to rent a snake?

If the condo is part of a Home Owners Association with fees they may want to advise you. Frequently the plumbing is considered common property and they handle the repairs, they actually do not want you to do the work. Its just a question that needs to be addressed before you get knee deep in this project.
