Fan on furnace stays ON at all times even when thermostat is on OFF position.
Only way to shut it off is from breaker box

Is the system heating well otherwise? If so, the fan control has contacts fused (like welded) together, preventing the blower from turning off.

I came home today and fan is off on Auto position, but the temperature in the house is off by 17 degrees from thermostat temp set up ( house temp 60 thermostat temp 77 ) and the fan would shut off

Is this a packaged electric heat/cooling unit? If so, sounds like something is awry with the heat relay.
