I have not filed 2007 Tax and I was not employed in US and I was a Non resident.
Can I claim Recovery refund credit while filing 2008 return.

If you are resident for 2008, then you will get the recovery rebate.

If you were a non-resident alien and was NOT PHYSICALLY PRESENT in the U.S. in 2007, then you are NOT eligible for the Recovery Rebate Credit.
