if we have someone work for our company as an independent contractor can we pay their health insurance or do they have to be an employee with w-2

A 1099 employee would not qualify for company health insurance benifits, since they are not an employee.

If your company would allow a 1099 to participate ( and I don't know any that would) the employee would be responsible for paying the full amount.
