When flushing the water doesn't go down the toilet along with anything else that may be in place. I have tried plunging - at which time the it will flush but only while plunging.

I also noticed that the water level is high when flushing.

Please advisee.

You should auger the toilet to see if something is stuck in the toilet itself. A plunger its self will not always work.
Use an auger or maybe you may have to pull toilet and do the 3"line.
Has this been slow at all before?
