do anyone know if the IRS accept scanned certified/notarised copies of passport for W-7,any suggestions wiil be appreciated.

Negative. The certified/nortarized photocopies MUST be original documents, with raised seals on them.

thanks i appreciate that atlanta taxexpert, my spouse got the photocopies nortarized oversea but the problem is the fastest way to get the copies here in the state, through courrier services is not an option blc takes weeks to get here any suggestions will be apprecated.

Then you need to MAIL it with Certified Mail and just wait. You DO have until 15 April 2009 to file.
