I have lived in the united states for 10 yrs. I am on H1-B. My wife is on H4 dependent visa. Can I file a joint tax return?

Yes, you can only file as married filing jointly or married filing separately.
Even for married filing jointly it does not matter if your wife has never been to the U.S.
