the funace blower works in the fan position and cooling position, when it ask for heat the flame works but the fan does not come on. please help is it the stat or the blower?

Well it could be either. Is the thermostat new? Most new electric thermostats will have setting you can adjust for them to turn the blower on while the heat is running. I would probably start there. Maybe try running through the programming of your thermostat and see if that helps.

Depending on the furnace it could also be the control module/board in the air handler. Some furnaces handle bringing on the blower themselves without the tstat calling for it.
