You might need to add water to your system if you do not have a auto water feeder. If you do not know what you are doing when adding water I would seek the help Of a ON Site Service company since there are many different styles of water line hook ups. Once the water pressure in the system is up to snuff you can bleed the system again. It is also possible the water pump could have a damaged impeller not allowing enough strength for the water to reach the second floor. The only way to find that out is to do a performance test with gauges or tear down the pump head to inspect the impeller.
