Can I increase the furnace overall blower output to increase airflow to weak vents?

Yes you can increase the blower speed but the furnace will not blow more heat out it will just move more air. A furnace is sized by the factory to produce only so many BTU's.

You may also run into some annoying noise issues if you can and do bump up your speed.
