I work in the state of Georgia and my employer deducts GA state tax from my income .But my permanent resident is in Florida. Can I ask for a 100% refund of my Georgia state taxes that I've paid? PS I rent in the state of Florida

No. Since you work in GA, you have to pay GA income tax on your wages, regardless of where you live. As a FL resident you would file a non-resident income tax form for GA.
