I have an older Rheem gas hot water boiler heater - pilot is on, and I have turned up the thermostat, which appears to be working (saw a spark in the mercury when I turned it up) - burner is not coming on - what's wrong?

Could be a defective thermocouple if it is a old non 100% shut off unit.
