No - it's optional - you are always allowed to file using good old paper sent through the US mail.

Some states (New Jersey in particular) makes efiling the default method of filing, but you CAN opt out if you want.

Eventually, I expect the IRS and all of the states to make efiling mandatory.

Filing of payroll taxes electronically IS mandatory if the amount of taxes paid exceeds $500 a quarter, so I believe it is only a matter of time.
