To find this person have a look in your local yellow pages, local computer user's group, or local education institutions. Also, there are online sites such as Rent A Coder (http://www.rentacoder.com) that attempt to match projects with programmers. Generally, the better you can define a specification for exactly what you want, the cheaper it will be. I'd also suggest you obtain ownership of the source code and all rights to it by a contract that has been reviewed by a lawyer to avoid future complications with maintenance or reuse.
