I have a wall vent fan. It is supposed to be sucking air, I noticed that air is blowing inside at the periphery of the fan while air sucking from the center. Why?

Because the fan blade is on backwards
The duct for the unit is plugger or not attached correctly.
OR
That is the way it was designed.
