I have been a "private contractor" all my working life...I'm 60 years old at this time. The best proposals I have seen, present "the customer" advantages of "my services", as better than "my competitors". Offer them a "Plan A", "Plan B", "Plan C",...and so-on...each for a different cost. Multiple choice is easier than most direct proposals, and shows you've researched in-depth.
