Ok.... Engine hard turning over with new battery, about a monthold.
Ampmeternot showing a charge, took out plugs and it turned like crazy. Put plugs back in and it started, but not charging, showing12.6v both running and off.
So where do I go from here? Regulator? Where is that?

If its a new battery it should turn fine. But some times when they get shutoff the compression in the cylinders is not released. This happens, because when you shut it it releases the pressure but then when the piston comes bake up in one cylinder the compression will build back up. Easy way to fix is to turn the flywheel cover( it is a metal cover with lots of small holes in it) try to turn that until you can move it easilly with one hand you will feel it.
