Can any one tell me where people in Washington DC pay their taxes to ..Is it Maryland. or ?? ..

No, Washington, D.C. is NOT part of any of the surrounding states, so its residents do not pay taxes to those states.

I do not believe that Washington, D.C. has its own income tax.
