In answer to your questions:

1) There are hundreds of medications out there for blood pressure, ACE inhibitors, Beta Blockers, Calcium Channel Blockers and of course Diuretics. Many times the doctor will combine these with a diruetic so as not to retain fluids. The retention of fluids can actually be one cause of high blood pressure.

2) This would be hormonal in nature. It could be dietary related, or exercise related. Anorexic ladies will not get periods without the help of hormones, as will certain athletes.
