The thermostat is ok. When set to cool the fan starts blowing inside but the outside unit fan does not turn. We have carrier model - 38HDC036321. There is a lever pull which has on/off - dont know how this needs to be operated as there are screws that hold them - dont wish to accidentally break the lever. Not sure if the fuse needs to be changed. How do I diagnose this problem.

Any help will be very much appreciated. Thanks in advance.

Check for fuses in the on off disconnect outside. You can check the fuses with a meter. Also check the circuit breaker in the main electric panel in the home.
