On F1 you are nonresident for 5-years. You can only file Form 1040NR or 1040NR-EZ.
On nonresident form, the tuition and fees deduction is not available.
TurboTax will not do nonresident tax return. It cannot be efiled.

On your nonresident return you will get personal exemption of $3,400 and deduction as per tax treaty.
