I was pulle dover and they found a presription pad in my car. They said it was a 3rd degree theft and charged me with receiving stolen property. What is the penalty

Third degree theft is a felony. If you lose you might as well pack your extra pair of socks as the law really frowns on stolen script pads as you'll more than likely spend a while in the pokey for this.

Third degree?? What state, our state does not even have a third degree.
What was the code section you were charged with, in the original paperwork when you are booked and / or charged you will be told you are officially charged with this crime and a code number, look that code number up in your states code and statue books ( normally searchable online)

But receiving stolen property, is normally a felony and there can be prison time,
But all that depends on how you got them ( you don't have to explain but if there is a good reson? ) also was the traffic stop legal, was the search of the car legal and so on.

Time for an attorney.

In NYS this is also a drug violation and (Federal) DEA also steps in.

Sentence probably depends on past criminal history, if anyone attempted to falsify a prescription using the pad. If anyone did use any of the "blanks" it's a more serious charge both for the person in possession of the pad and the person who managed to get the prescription filled.

When a fake script is presented the Pharmacist calls DEA, not the local Police - at least in my area. If DEA is not available, then the local Police make the arrest and hold the person for DEA.
