In one state I lived in, you first determined your State tax (usually from tables)

Then added a percentage that went to the County you actually lived in. (around 50%)

If your state tax was 500, and you added 250 (50%), your total state liability was 750.

But that wasnt Kentucky, but maybe similar? Thats all I can offer.
