Hello,
I am living in PA but working in NJ. Can I file PA state tax married jointly but NJ state tax married separately? Thanks.

Does not PA and NJ have a reciprocity agreement which states that PA residents working in NJ need only file a PA tax return??

If not, you must file consistently: jointly both ways or separarely both ways.
