You keep recommending that people go to citizens advice and see how they can help - what is citizens advice?

If the person was arrested, the arrested person was fingerprinted, so the fingerprints will not match. And normally the phsycial descriptoin will also not match.

He can hire an attorney to be sure the social security number is not included as part of the ID. But the use of the name is always included as other names used,

Didn't realize you are in Great Britain - no such thing here in the US.

The US localizes things like that so, while there often are places locally that are similar, the name and function will vary from place to place. In the OP's case, they can contact a legal aid attorney.

But this points out that we have to be careful in advising people where to go in certain circumstances. The agency we recommend may not be available or be called something else where they live.
