Hi,

My wife was in India for whole year in 2007. Can i claim her as dependent and file tax return as married filing jointly? does she eligible to apply for ITIN?
I would appreciate your quick response.

If you are filing jointly, she is NOT your dependent; she is your co-filer.

Yes, this is permitted even if she never came to the U.S., so she CAN apply for an ITIN.
