Can a NR deduct the amount paid in property tax to the county, on a personal car? Also, can the amount of highway taxes paid (bought car in Canada but changed the registration to NC...cost $230 in highway taxes) be deducted?

Negative; only state and local INCOME taxes can be deducted by a non-resident alien as an itemized deduction.
