Hi,

I am in F1 from 2004 and my husband is in H1 from 2006 Oct. Are we qualified to file in "married jointly" option? Is that benefitial than using the F1 standard deduction?

Yes, you can file jointly, and, yes, it is probably more beneficial than filing separately.
