I have wages earned in India in 2007 and paid India taxes on those wages. I am a US Citizen.

Do I have to pay US taxes on those wages. Is income earned and taxes paid in India affected by the India / US tax treaty ?

You have to include the Indian wages on your U.S. Tax return. You can claim the Indian taxes paid as foreign tax credits on your U.S. Tax return to avoid double taxation.
