I only receive social security disability along with a 1099. Can I file taxes to get the child tax credit?

Child Tax Credit is not a refundable credit. Child Tax Credit will only refund your tax.
If you only have SSD income, you won't have any tax.

If you are supporting one or more minor children who are your legal dependents, yes.

I do have one minor child, but no earned income. The only income I receive is child support and social security disability. I think to file taxes one does need an earned income.

No it is not necessary that you file only if you have earned income.

A part of SSD income can be taxable.
"If half of SSD income plus other income exceeds the base amount, then up to 85% of SSD income can be taxable." The base amount is around $26,000 for single and $33,000 for married filing jointly.

Is the 1099 a Form 1099-R, 1009-MISC or perhaps 1099-SSA?
