You need to address the problem of why the heat is not going up stairs.
Moving thermostats around will not cure the problem and closing off registers on a heat pump system is a NO NO.
Closing off registers on a HP system can cause major problems with the equipment. A HP needs large amounts of air moving across the coil to operate properly. Closing just one off can be a problem.
If the heat is not going up stairs now moving the thermostat will not correct the heat flow problem. All it will do is make the unit run longer and harder to the dismay of the equipment and your electric bill.
Get a qualified contractor to look at your situation. It could be as easy as adding a return air duct or more supply duct to the up stairs that will solve your problem permanently.
BTW a fireplace for down stairs might not be a good idea. Most fireplaces are very inefficient and will cost more to operate than your heat pump. With the cost of utilities going up I am sure you are like the rest of us and would like to keep your bill as small as possible while being comfortable.
