How do I stop my furnace from building up 15 lbs. of pressure (steam boiler, radiators), and having my pressure releif valve open and filling my cellar with lots of steam.

First before you do anything call a professional. Steam boilers are not designed for do it yourself work. Obviously there is a safety problem. Probably a safety pressure control.
