I have a frigidaire central heat and air. The a/c works fine, but when you turn it off the fan is still working. Looked at the circuit board and their is a red L.E.D light bliking. Not sure what it means.

The relay is bad. You can try tapping on it with the handle of a screwdriver gently to try and unstick it but the probable end result will be replacing the circuit board
