Is there a way to make a shortcut to the Taskbar Properties? I only know that through Start -> Settings I can get to it. Where is this program on my computer? Please respond. Thanks!

Right click on Taskbar and select Properties

Actually not, I wanted to add a shortcut of Taskbar Properties to somewhere else in the Start Menu. I already did that for the Control Panel. I found that one out on-line and in the registry. Of course, Control Panel and Printers are in the My Computer folder.
