How long have you been trying? It can take up to a year for couples to conceive. If it has been more than a year, I would suggest that you and your partner get your fertility checked out by a doctor.
It is very rare, but it is possible to have a regular cycle and not ovulate, although the reasoning behind this is not clear. (Source : Periods without Ovulation (http://health.ivillage.com/gynoperiod/prfertility/0,,5n75,00.html))
The best way to know if you are ovulating or not would be to buy an ovulation kit from Walmart, or any drug store. You can also use an ovulation calendar : American Pregnancy Association : Getting Pregnant: Ovulation Calendar (http://www.americanpregnancy.org/gettingpregnant/ovulationcalendar.html). You can also check your Basal Body Temperature. Here is information on that : Basal body temperature - Wikipedia, the free encyclopedia (http://en.wikipedia.org/wiki/Basal_body_temperature)
As for the leg cramps, women can experience cramping in a number of ways : abdominal, back, legs, etc. It doesnt sound like a cause for concern right now, but if it gets any worse, I would see a doctor. :)
