No way should a brother and sister engage in ANY sexual activity whatsoever. That is so wrong on so many levels.

If big sister wants to help little brother in the self confidence or personal relationships area, then let her get a friend to help out. But I wouldn't recommend that helping out be sexual.

Basically you're asking if it's okay for an older sister to molest her younger brother. Well, not only is it morally wrong, but legally wrong as well.

Yes, the older sister can be turned over to the Juv courts, the younger brother put into foster care and the parents chargd with neglect.

NO!! It's not OK!! It would probably put the family in turmoil. The brother would have issues because his sister molested him (as said earlier). If the parents found out, they would probably have to find a separate home for the sister and serious therapy for her because even if it was just to help his confidence, she is now a threat to their son and family. Oh and depending on the sisters age, she could end up on the sex offenders list. In the end the family would be in shambles and so would the daughter and son's lives. Think about the repercussions of this type of behavior!

This is more then not 'OK', this is horrible! Giving your little bro a handjob will most deffenatly NOT help him raise his self confidence. If you want to help him improve his self confidence talk to him, don't get physical. This could give him problems down the road, and maybe even you as well.
