parental rights

I have a 2 and a half yr old daughter from the time i told the father i was pregnant he moved to a new state and has not had or wanted anything to do with her, now that shes turning 3 he has told someone close to me that he wants to see her and spend time with her, he from my view is not a fit father concidering he just got out of jail for battery of his own mother and being caught with 2.5 grams of cocaine on him im lost what to do, to have to fear my child life everytime she goes out with this man, is there any law after a certain time frame his given up his parental rights?

No there isn't but you can file for abamdonment because he had nothing to do w/her for almost 3 years. . . Then it is up to the court whether they take his rights, but in order to do tht there has to be a "dad" in place that wants to adopt her
