I would like to know Administator vs. Executive Administrative Assistant which one is a higher title?

I worked in a government transportation administration. The head of the agency was the Administrator who oversaw all 4,000 employees and all the programs of the agency.

The Exec. Admin. Asst. was basically the Administrator's lead secretary in charge of 4 other administrative assistants in the Administrators office.

That was five years ago but I dont think it has changed much.
