Work State and Resident State Taxes

Hi,
1) Is there a website where all the state tax rates are listed ( categorized by income level )?
2) I work in NJ and live in NYC, and I never know how the government figures out how much I need to pay for NJ ( non-resident ) and how much to pay for NY ( resident ). It does not look like it is simply 50/50. I am paying more to NJ as a state, and less for NY. But since I live in NYC, if municipality tax is included, then NY + NYC Tax is more than the amount I pay to NJ. I appreciate your help!
