if its stated that " $40,000 stock dividend was declared and issued during the year", does it mean the company already paid the dividend?

never mind i was thinking about cash dividend.

Not necessary.we cannot say exactly whether it has been paid or not. this may be a case of outstanding dividend to be paid in the next reporting period.
