Debit Euity ratio

My question is: When out of total 400,000 investment, Jim( there are also another 6 investors other than JIm) contribute 150,000, and total banking loan is 350,000. When I calculate debt equity ratio, it should be 350,000/400,000.
My question are:

1. what does it mean for the Jim's investment. Is this enough?
2. what does this 35/45 Debit euity ratio mean?
