The field requires a Master's degree in counseling. For advising at the college level, I'd suggest finding a program that provides a concentration in career counseling; at the high school level, I'd look for a program in school counseling & guidance. You might want to consider joining the National Academic Advisors Association, and perhaps the NCDA, the national association for career counselors. The only Master's degree specifically for advising that I'm aware of is at Kansas State University; see the Resources link at the NACADA site. As far as NY state goes, there's no specific licensure for academic advising; I would assume you'd obtain the same licensure as anyone else in a counseling field in that state.
