Hi,
Being a person with 2 Bachelors Degrees and 1 Masters Degree, I seriously doubt if any College or University in America will let anyone in without showing proof of previous studies, and have good grades.
Applications are very many for admittance to Universities, and they have to have something to go by, in deciding admittance. Many, many are turned away.
Best of luck.

Actually, when I went to graduate school at the University of San Diego, they did not require a GRE. (But that was 25 years ago)

The policy of the Education Department was that standardized tests did not necessarily predict future behavior. Applicants were accepted, but expected to get no grade lower than a C.

As far as other universities, I think you would have to check the entrance requirements for each place you are considering.
