GATE-application process

hi, i am Ramakanth and i got 698 rank in CIVIL stream in GATE and my GATE score is 364 but i dont have 60% aggregate in my B.E so if i apply for IITs and NITs which are asking for 60% eligibility can i get call from that institutions or not?? and one more at present value of the Geo-informatics and Geomatics??
