Eligibility for 85%quota in Delhi state

I am a resident of Delhi for last 40 yrs.My son is studying in DPS Indirapuram(UP).I want to know whether he will be eligible for 85%quota of Delhi state in Delhi Engineering College(DEC) or any other engineering college on the basis of Delhi domicile certificate?
