Computer Engineering -- full credit transfer

Does anyone know an university that allows you to transfer all your credits and that doesn't limit the amount you can transfer and doesn't force you to take a minimum of credits at their university? (I have 120 credits in computer engineering).

I know excelsior (www.excelsior.edu) does it, but they don't have a computer engineering program. I want to know if there are any other US or canadian universities that does it also.
