She deserves a life - contact a rescue. Not the least bit unusual to visit the dog (with the permission of the new owners) for a period of time ... Or forever. I took in a dog from an elderly woman who was going into a nursing home and used to take the dog to visit her. Waited a while to make sure it was fair for the dog but there were no problems.

If she is truly starving you have to do something. If you love her you won't sit back and allow her to be treated this way. She will learn to obey someone else.
