The panting and crying is typical birthing activity. I'd have the vet check her out. Could be a blockage issue, especially if it is her first litter. After the kittens are weaned, please consider neutering her. I work with a foster animal group and the amount of kittens we find dumped in boxes or drowned is just heart breaking..
